Solar for All
In April 2024, the U.S. Environmental Protection Agency announced a $156 million award for Pennsylvania through the Solar for All grant competition to develop long-lasting solar programs that enable low-income and disadvantaged communities to deploy and benefit from distributed residential solar.
Pennsylvania’s award will be administered by a coalition composed of the Philadelphia Green Capital Corp (PGCC) and the Pennsylvania Energy Development Authority (PEDA). The award will provide residential solar technology, associated storage, and enable upgrades to households in low-income and disadvantaged communities throughout Pennsylvania.
PGCC and PEDA will take a phased approach to the launch of Solar for All in Pennsylvania, beginning with PGCC’s expansion of the successful Solarize Greater Philadelphia Program, administered in partnership with the Philadelphia Energy Authority (PEA). Solar for All grant funding will translate to greater savings for Low to Moderate Income (LMI) households who enter the Solarize Greater Philadelphia Program to receive rooftop solar in the Southeastern PA region.
The Solar for All program is part of the U.S. Environmental Protection Agency’s $7 billion Solar for All initiative under the Greenhouse Gas Reduction Fund, which aims to deliver distributed solar benefits to low-income communities across all 50 states. Nationally, this initiative seeks to generate over $150 billion in public and private capital, reduce carbon emissions by 310 million metric tons, and create hundreds of thousands of jobs over the next seven years. Through this funding, the state will provide residential solar technology, energy storage, and home upgrades to disadvantaged households, prioritizing substantial energy savings, resilience, and workforce development to benefit low-to-moderate-income households in Philadelphia, Bucks, Montgomery, Chester, and Delaware counties.
The Pennsylvania Solar for All program is not operational at this time. We will update this page to reflect changes in program status, including when we would be able to accept applications for funding. Interested homeowners should disregard communications from any solar installers claiming to be active partners in the program. PGCC and the Philadelphia Energy Authority remain committed to standing up programs to ensure that the benefits of solar energy can be accessed by all.
