Request for Information (RFI): Multi-Family Housing Pipeline

Purpose

(Open 9/3/26) Philadelphia Green Capital Corp. (PGCC) is seeking information on upcoming multi-family housing projects across Pennsylvania that may be eligible for PGCC financing. This RFI will help PGCC build a pipeline of qualified opportunities, connect projects to available capital, and inform future outreach and funding requests. Submitting a project does not guarantee financing.

PGCC has lending capital from the National Clean Investment Fund (NCIF) available for projects that can close by December 31, 2026. Rates and terms in the applicable products below are contingent upon NCIF funding availability.

Eligible Projects

PGCC is seeking information on multi-family housing projects (single properties or scattered sites of more than 5 units) statewide in Pennsylvania that involve one or more of the following:

  • New construction or substantial rehabilitation pursuing an energy rating above current building code, particularly projects also pursuing electrification, green building certifications, and/or other sustainable design features. New construction that does not meet the Federal Definition of a Net Zero Building may be subject to additional funder approval.
  • Energy efficiency, water efficiency/conservation, or climate resilience retrofits to existing affordable multi-family properties.
  • Clean energy generation and/or storage (e.g. solar, storage, geothermal) or clean transportation infrastructure (e.g. EV charging) at new or existing multifamily properties.
  • Projects with a funding gap that could be bridged by interim financing ahead of grants, tax credits, rebates, or other committed sources.

Projects located in Low-Income and Disadvantaged Communities (LIDACs), Rural or Tribal communities, or that have 50% of units affordable at 80% AMI are preferred but not required.

Final product fit, terms, and eligibility are determined during underwriting. Full term sheets are available upon request. Note new construction projects that do not meet the qualification of net-zero buildings may be subject to additional approvals. PGCC loans may trigger federal requirements in certain circumstances, such as Build America, Buy America and Davis Bacon and Related Act provisions.

*Terms up to 15 years may be available with approval from PGCC’s funder.

Information Requested

For each project, please provide (a separate submission per project/site is requested):

  • Sponsor/developer name, organization type, and contact information.
  • Project location(s)
  • Scope of work (project description) and any target green building or energy standard intended to be met. 
  • Estimated total project cost, funding gap, and anticipated financing amount/use of PGCC funds.
  • Anticipated timeline to closing and current project stage (e.g., site control, design, permitting, financing).
  • Other committed or anticipated funding sources (grants, tax credits, rebates, other lenders).
  • Information on whether the project plans to meet Build America, Buy America and/or Davis Bacon and Related Act standards (projects are not automatically disqualified if they do not meet these conditions).
  • Supporting documents (optional)

  • PGCC staff will follow up to request additional information or clarification.  PGCC staff may reach out to projects who submit before the deadline on a rolling basis.
