PGCC Request for Proposals: Legal Services
6/1 (Open) The Philadelphia Green Capital Corp. (PGCC) has issued this Request for Proposals (RFP) to solicit proposals from attorneys or firms able to provide comprehensive legal services across PGCC’s suite of work. This includes legal guidance related to PGCC’s broad organizational
strategy, programmatic work and related contracts, and counsel to provide transaction support for PGCC’s lending program.
PGCC requests proposals from attorneys or law firms experienced assisting nonprofits in
contract negotiation related to programmatic work, a broad variety of banking and financing
issues, and federal, state and local regulatory requirements. Additionally, PGCC seeks transaction support for the structuring, documentation, negotiation, and closing of commercial and industrial (C&I) renewable energy, energy efficiency, and clean transportation loan transactions funded in whole or in part through the Greenhouse Gas Reduction Fund (GGRF) and/or with other public and private sources of funds. Individual loan transactions supported under this Scope will primarily be in the amount of $50,000- $2,000,000 in principal. The Scope may be further refined through contract negotiations.

Submission Instructions:
Responses to this RFP must be submitted via this Airtable form. Respondents will be
asked to upload their proposal and all attachments (as separate documents) via the Airtable
submission form. Responses must be received no later than July 31, 2026; any responses
received after the deadline will not be considered.
Proposal Deadline:
All questions regarding PGCC programs and this RFP must be submitted via this Airtable form by July 1, 2026. Any issues can be emailed to info@phillygreencapital.org. Responses to questions received will be posted on this page by July 8, 2026. Respondents to this RFP are urged to check the websites for the responses to the questions. Oral responses by any PGCC employee or agent of PGCC are not binding and shall not in any way be considered as a commitment by PGCC.
